    The Association of Southeast Asian Nations (ASEAN) Regional Integration Support by the European Union (EU) ARISE+ is a regional programme for the ASEAN region.

    The ARISE+ Lao People's Democratic Republic Trade-Related Assistance Project is funded by the EU.

    The Lao administration

    The main Ministry involved in this project is the Ministry of Industry and Commerce (MoIC), within which the Department of Planning and Co-operation (DPC) and its National Implementation Unit (NIU) has the responsibility to coordinate technical assistance provided to the Ministry.

    In addition to the MoIC, other line ministries are involved, especially for activities pertaining to establishing a business-enabling environment and increased trade and participation in global value-chains. These include the Ministry of Agriculture and Forestry (for wood-based products and agro-based products) and its different departments. In addition, the Ministry of Planning and Investment, the Ministry of Foreign Affairs, the Ministry of Finance and its Customs Department, the Ministry of Science and Technology and its Department of Standardization and Metrology, the Ministry of Health, and the Prime Minister's Office will be closely involved in the project implementation. Other specific stakeholders in the Government will include a wide range of government-specialized agencies in the capital, the provinces and districts.

    Partner organizations

    The project ensures the involvement of a wide range of partners. This includes partners from the private sector, including trade and investment support institutions, such as the Lao National Chamber of Commerce or the European Chamber of Commerce and Industry in the country: business associations such as the Lao Farmers Products, the Lao Farmers Networks, the Lao Coffee Association, the Lao Furniture Association, the Lao Wood Processing Association and others.

    Development partners are: GIZ (Germany), Agence Française de Développement (France), Department of Foreign Affairs and Trade (Australia), SECO (Switzerland), USAID (United States). Partnerships and consultations with other international organizations include UNDP, FAO, UNCTAD and the World Bank.

    ITC in the Lao People's Democratic Republic

    Currently, ITC is rolling out four projects in the Lao People's Democratic Republic, all aiming at supporting the country in  benefitting of the trade opportunities despite challenges, such as lack of market connections, climate change and weak trade diversification:

    1. ARISE+ Lao People's Democratic Republic
    2. SYMST - Systematic Mechanism for Safer Trade, targeting plant health, and pesticides use and control of the fruits and vegetables as well as other plant-related supply chains (brochure).
    3. Trade for Sustainable Development (T4SD) hub, providing technical assistance for small businesses to implement green business practices, focusing on sustainability standards, climate resilience and resource efficiency.
    4. Trade Promotion between China and Least Developed Countries along the Belt and Road Initiative, targeting the expansion of the country's trade with China.

    ITC has extensive experience in delivering technical-related trade assistance in the Lao People's Democratic Republic:

    • From 2014 to 2017, ITC implemented the 'Enhancing sustainable tourism, clean production and export capacity in Lao People's Democratic Republic' project funded by SECO as one of four UN Cluster agencies.
    • Lao People's Democratic Republic is also one of the six beneficiary countries of ITC's 'Enhancing Export Capacities of Asian LDCs for Intra-Regional Trade', running from 2014 to 2018, supporting Lao's SME export competitiveness to China.
    • ITC also provided support to the WTO accession process as part of the 'LDC fostering business support to the WTO assess in process programme' from 2010 to 2014.
    • Under the Export-led Poverty Reduction Programme, ITC developed silk exports aimed at tourists in Champassak province from 2007 to 2011.
    • ITC has provided ad hoc support for specific market studies to increase added value for Lao products.
    • In 2003, ITC supported the Ministry of Industry and Commerce to draft an Export Strategy, including several functional and sectorial strategies, among them wood-based products and organic agriculture.

    ITC is an active member of the UN Country Team in the Lao People's Democratic Republic.
