Please see Terms of Reference. The expected timeframe is from May to August 2022. The objectives of the midterm evaluation are to assess the project performance against the planned outcomes and outputs, as set out in the logical framework; examine the relevance of the project’s objectives and approach, how the project activities have proved efficient and effective, the extent to which the project is progressing towards the planned outcome, and whether the project is likely to be sustainable; inform and guide the second half of the project’s implementation phase; and consider the broader regional framework of the action to promote exchanges of experience among ASEAN countries. The scope of the evaluation will cover all project activities from 1 February 2021 to the effective start of the midterm evaluation. Candidates should have technical skills and work experience in trade-related development initiatives; demonstrated knowledge of and a strong record in designing and/or leading evaluations (including qualitative and quantitative evaluation methods) of development projects/programmes within the past five years; prior project/programme evaluation experience in trade-related technical assistance projects, including in-depth knowledge of evaluation principles, methodologies, data collection tools, and data analysis; strong knowledge of developing country economies in Asia, with knowledge of the economic and trade context in Malaysia an asset. The International Trade Centre (ITC) is implementing a trade facilitation project in the Hashemite Kingdom of Jordan in partnership with GIZ to improve the competitiveness of small and medium enterprises (SMEs) and boost exports from Jordan through trade facilitation reforms, in line with the WTO Trade Facilitation Agreement (TFA).In this context, ITC wishes to recruit an International Consultant to support the implementation of the technical trade facilitation activities and thus contribute to the overall objective of increasing employment through improved cross-border trade environment and fostering growth of Jordanian small businesses. Fluent in both written and oral English and Arabic, the International Consultant should be based in Geneva, Switzerland, have sound knowledge of international trade, and trade facilitation specifically, as well as previous experience in implementing trade-related technical assistance.
