The official NTM data collection involves a careful review and classification of legal documents issued by a government, such as laws, decrees and directives, and identifying individual measures that can affect trade.
The collection of official NTM data is done jointly by ITC, UNCTAD and the World Bank. The data collected is harmonized using the NTM nomenclature system, prepared under a multi-agency framework, and saved with other vital information such as affected products, partner country, period of validity and the agency in charge of the regulation. All final data are validated by national authorities. This strategy ensures that all official laws and directives are recorded, including those that are not notified by the governments to the WTO.
Data dissemination
Currently, official NTM data for 40 countries is available for download through ITC’s Market Access Map, which has been developed by ITC to improve transparency in the market-access conditions. It is particularly useful for exporters from developing countries, trade support institutions (TSIs) and policymakers. Users in developing countries and territories can access the application for free, while users in developed countries and territories can register for a limited free trial period or subscribe for longer access.
Market Access Map provides information on applied customs tariffs including MFN tariffs and preferences granted unilaterally and in the framework of regional and bilateral trade agreements. Users can find ad valorem equivalents (AVEs) for non ad valorem duties in order to compare tariffs across countries and simulate tariff reduction scenarios. The application also covers tariff rate quotas, trade remedies, rules of origin, as well as the corresponding certificates, bound tariffs of WTO members, non-tariff measures (NTMs) and trade flows to help users prioritize and analyse export markets as well as prepare for market access negotiations.
